Traffic on Northbound 99 just before California Avenue is fully open after it was diverted earlier Tuesday morning.
Construction on the 99 shut down all northbound lanes of the 99 before California Avenue.
According to the California Highway Patrol, traffic was diverted starting at 2:16 a.m. and reopened before 5:30 a.m.
