Man, woman held hostage in E. Bksfd business

On September 8, 2015 at about 6:15 pm Kern County Sheriff’s deputies were sent to a business regarding a report of an adult male victim who said he had been the victim of a kidnapping.

The victim reported he and a female acquaintance were kidnapped and held against their will for several days at a medical marijuana supply store at the 700 block of Sterling Road, in east Bakersfield.

The male victim reported that he and the female victim had been physically restrained, assaulted, tortured, and sexually assaulted during the time they were being held at the business.

Deputies were sent to the business and located the female victim and three suspects who were detained.

Due to the nature of the investigation, detectives from the Sheriff’s Office Sexual Assault Abuse Investigation Unit responded and assumed the investigation.

During the investigation, which occurred over a one week period, detectives developed evidence that the victims had been restrained in the business, tortured, and physically and sexually assaulted while being held against their will.

As a result of the investigation detectives arrested the following suspects for their listed charges:

27 year old Jessi Giron-Miranda was arrested on charges of kidnapping, torture, assault with a deadly weapon, making terrorist threats, forcible sodomy, and forcible oral copulation.

18 year old Alexis Marie Pule was arrested on charges of kidnapping.

35 year old Ingo Gonzalez was arrested on charges of kidnapping, kidnapping with the intent to commit robbery, torture, assault with a deadly weapon, making terrorist threats, sodomy with force, sodomy causing injury, and forcible oral copulation.

Giron-Miranda, Pule, and Gonzalez were arrested at the business on September 8th and booked into the Sheriff’s Office Central Receiving Facility. Giron-Miranda is being held on $1,000,000 bail. Pule is being held on $500,000 bail, and Gonzalez is being held on $2,025,000 bail.

50 year old Norik Ter-Galstanyan was arrested on charges of kidnapping, kidnapping with intent to commit robbery, torture, assault with a deadly weapon, making terrorist threats, forcible sodomy, rape, and forcible oral copulation. He was arrested on September 12th as he attempted to board a flight at Los Angeles International Airport bound for Russia. He was booked into the Sheriff’s Office Central Receiving Facility and is being held on $5,000,000 bail.

Neighbors say they noticed late night activity and odd behavior from the employees and owners of the shop in the week leading up to the arrests.
