All lanes were reopened later in the afternoon.
This was the second time this month someone has jumped off a highway 99 overpass, creating hours worth of traffic and headaches for commuters.
Drivers told 23ABC that they don't think more protection on overpasses will deter people from jumping off.
The man who jumped off this overpass has not been identified.
