The victim who was hit in a fatal car accident Tuesday near Golden State Highway and 7th Standard Road has been identified as Melvin McLaughlin.
McLaughlin was a member of the Wasco City Council, Wasco Low Income Housing, Kern Council of Governments, and National Council of Governments.
